The Value Added Tax (VAT) pilot project was initially launched in Shanghai on January 1, 2012 to replace the Business Tax (BT) with VAT in the transportation sector and in certain services industries. The qualifying businesses (pilot companies) in Shanghai will be allowed to charge VAT following approval by the local tax bureau.
